Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the grim essence of the current period. By day, political struggles are waged: optimistic declarations are released from various governments. Immense energy is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and further power outages.
Ongoing Risks
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on external assistance – a need that European nations are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from US administration generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unrealistic to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its advantage.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
